You can never restore the stats. You can get them to stop by NEVER EVER adding flame/glow to your weapons. It will make them eat them every time.

...Meanwhile, you can remove the rust by going to the armorer next to Silver's Storage. This doesn't restore stats, but it takes off the @ sign.
Then, oil your weapons. When they're eaten, the snakes will take off an oil, instead of rusting the weapon. You can put up to 5 oils on any item (any weapon or armor item, I mean.)
Other tips: feed worms, and if they don't like your food, run away before they eat anything! Or, simply avoid the areas with worms. They are located: in the goblin mounds
